FISA Compromise

There is a compromise on the table for the proposed telecom immunities in the new FISA bill. The compromise would give jurisdiction for immunity claims to the secret FISA court and would make the only issue whether the Justice Department asked for the spying, not whether it was lawful in itself. This is unacceptable. If Bush needs to spy so badly, let him get a warrant from the FISA court, which approves 99% of all warrants.
